Operation Confrontation Ghost Results in 960 Arrests, Over $39 Billion in Fraud Assets Identified

The United Arab Emirates Ministry of Interior and an international coalition of law enforcement agencies have dealt a strong hit to international digital fraud crime networks, thwarting over 123.71 million online fraud attempts in Operation Confrontation Ghost.

On Wednesday, the UAE’s Ministry of Interior revealed the reach of Confrontation Ghost, an anti-fraud operation that combined the actions of law enforcement organizations from 30 countries, including Interpol, the Global Anti-Scam Alliance (GASA), and 13 private industry collaborators into a massive three-month crusade against digital fraud, which has reached critical levels internationally.

Over 960 individuals were arrested as a result of this action, with 3,500 suspects and 15,000 victims identified, according to the official Emirates News Agency. Over 4,000 bank accounts were blocked, 570 social media accounts linked to these fraud schemes were closed, and 29 fraud centers were raided.

UAE, the Philippines, Canada, Norway, Japan, the United Kingdom, Ecuador, Romania, Kuwait, Nepal, Uzbekistan, Denmark, Myanmar, Brazil, Jordan, Italy, the Maldives, Singapore, Sweden, China, Senegal, France, Bahrain, Kazakhstan, Indonesia, Slovakia, Kenya, Morocco, the Netherlands, and the Republic of Korea offered support and participated in this operation.

Bayut, Crypto.com, dubizzle, Feedzai, Ghostly Solutions, Group-IB, Huawei, Mastercard, Miya Pico, Meta, Outseer, TikTok, and Trend Micro were private partners involved in this massive anti-digital fraud campaign.

Confrontation Ghost focused on attacking groups linked to AI-enabled fraud, financial fraud through digital platforms, and online sextortion by strengthening intelligence exchanges and accelerating law enforcement response to digital fraud threats.

Using this strategy, the operation identified over $39 billion in fraud-linked digital assets that are already being seized and recovered. The operation also leveraged tokenized assets to secure $12 billion in financial transactions, reducing financial risks.

Colonel Dana Al Marzouqi, Director-General of the International Affairs Bureau at the Ministry of Interior, underscored the relevance of international cooperation to detect and attack new networks that use digital channels to conduct cross-border criminal activities.

Dr. Monica Kathina Juma, Executive Director of the United Nations Office on Drugs and Crime (UNODC), declared that “the growing use of digital technologies and artificial intelligence in fraud, alongside the exploitation of digital platforms, bank accounts and cryptocurrencies to transfer funds and conceal their origins, requires continued improvements in countermeasures and stronger international coordination and cooperation.”

The UAE has tightened its oversight on crypto crime operations. In September, the UAE and Sweden dismantled an international gang that laundered funds from illicit activities using cryptocurrencies and had links to contract hits.
